Septic, or wastewater, permits allow for the installation of a system for taking care of the discharge from sinks, washers, and toilets. In most cases in Vermont this is accomplished via a "septic system".
As of July 2007 all Septic Permits are issued by the State. A permit is necessary for any new construction, or substantial changes to an existing dwelling.
All previous septic permit conditions still have to adhered to. This is true for both town and State permits which are existing. In order for there to be a clear starting point for the new State regulations there was a "Clean Slate" provision which allows for any existing systems to be grandfathered. What permits a property needs is best determined by an attorney. Having the correct permits is considered a Title issue. If everything is not in order a property cannot be sold.
A good starting point for State requirements is to contact a permit specialist whose job it is to determine what permits a particular property needs and discuss how to go about getting them. Also contact the State Department of Environmental Conservation Regional Office for further information.
